- Abstract
- It is very important to achieve a sustainable growth that companies accomplish more essential work using limited manpower and resources. In this study, evaluating factors for make / buy decisions to develop control software in steelworks were classified and what factors should be primarily considered were analyzed using AHP (Analytic Hierarchy Process). Through these methods, weighting values of evaluating factors for make / buy decisions were investigated. The final 20 evaluating factors were chosen reflecting the opinions of S/W developers, project managers and team leaders in Pohang steelworks. Importance of S/W and degree of difficulty for development were classified as two big class levels of make / buy decisions. There are 3 options to develop control software
self-development, outsourcing, co-development. As a result, a decision making model was developed which can assist steel making companies in their decision making for make / buy decisions by providing key factors that should be taken into account. Make / buy decisions were conducted in four projects of control software development using this decision making model. As a result, the usefulness of the decision making model was confirmed. In conclusion, the decision making model specially designed for development of control software in steelworks was proved to practical and useful by the positive feedback from the project managers and team leaders. For the future study, if the study were expanded to outsourcing process, how to find best outsourcing companies, and co-development process, how to develop core control software internally without enough competence, the more useful decision model would be developed for steelworks.
